The short answer

Who permits a new septic system near Milledgeville, GA?

Around Milledgeville, new septic systems are permitted by Baldwin County Environmental Health, part of the North Central Health District, on Ireland Drive. The permit comes before any digging, and the open system is inspected before cover. On Lake Sinclair lease lots Georgia Power also reviews the septic plan. A Class Septic installs to both.↗↗

Sewer or septic?

City sewer, county sewer, or a septic tank?

Milledgeville's Water & Sewer Department serves about 6,500 sewer customers through 233 miles of collection line, all feeding a 10.5-million-gallon-a-day treatment plant on Highview Road. Baldwin County Water and Sewer runs its own water and sewer connections out in the county.↗↗

Up US 441 toward the lake, the picture is mixed, and it pays to check lot by lot. A Dam Road log home near Rocky Creek Park was listed with a septic tank, while a homesite inside The Falls at Lake Sinclair was listed with public water and sewer and a perc test on file.↗↗

How to tell which one you have

  • Ask the city or Baldwin County Water and Sewer whether a main runs along your road.
  • Look for 'perc test on file' or 'septic' in the lot's listing or closing papers.
  • Gated lake communities sometimes run their own lines; ask the HOA.

Permit order for a Baldwin County install

North Central Health District says not every lot is suitable for on-site sewage, and it reviews individual and subdivision lots before development. The sequence:
  1. 01

Site review and soil work show whether, and where, the lot can take a system.↗

  2. 02

If the lot also needs a private well, the well permit comes first; its fee includes a site evaluation to place the well.↗

  3. 03

Baldwin EH issues the construction permit; Georgia law gives the county 20 days on a complete application, and the permit lasts up to 12 months.↗

  4. 04

On a Sinclair lease lot, the site plan with the county-approved tank, drain lines and well, the septic permit, the building permit, and a land disturbing permit if over 1 acre go to Georgia Power.↗

  5. 05

The tank and field are installed, inspected open, and approved in writing before backfill.↗

The Milledgeville story

Designing for a crowded shoreline

Baldwin County's 2023 plan describes Sinclair's shore as homes packed densely together with lake frontage at a premium. Tight lots and the state's distances collide here: the tank stays 25 feet from the lake and 10 feet from the property line, and the field 50 feet from normal water level and 100 feet from any well, including the neighbor's.↗↗

Georgia Power adds its own layer. The septic system, including its repair area, and the house have to be sited so the project boundary is never disturbed, and if the system cannot fit wholly on the leased lot outside that boundary, Georgia Power says the house plan should change.↗↗

That is why so many Sinclair installs end up with a pump tank sending effluent uphill to the only usable soil on the lot, or with pretreatment that allows a shallower field.

Baldwin County's 2023 plan describes Sinclair's shore as homes packed densely together with lake frontage at a premium.

Soil & terrain

Piedmont clay north, Coastal Plain sand south

Baldwin County straddles the Fall Line, so Milledgeville-area lots split in two. North toward the lake, the soils are Piedmont clays like Davidson and Wilkes; the map unit at Milledgeville's Census centroid is Wilkes on 10 to 25 percent slopes, rated very limited for absorption fields.↗↗

South of town, deep Lakeland sand takes over. Sand drains fast, which changes the field design and the trench work compared with a clay lot ten miles north. On lots under 3 acres, the slowest perc rate allowed for a conventional field is 90 minutes per inch.↗

  1. Wilkes, 10-25% slopes↗

At the city's centroid; very limited for septic fields.

  2. Davidson↗

Deep, dark red clay subsoil, well drained; common on the lake side.

Does Georgia Power have to approve my septic on Lake Sinclair?

On a lease lot, yes. Georgia Power wants the county-approved septic site plan and permit with the building package, and the system and its repair area must stay off the project boundary.

How big a tank does a new house need?

1,000 gallons for one to four bedrooms, plus 250 gallons per extra bedroom, in a two-compartment tank. A garbage grinder raises it 50 percent.

I'm drilling a well too. What comes first?

Apply for the well permit with Baldwin EH before it is drilled; the fee includes a site evaluation to locate the well, which then sets where the field can go.

Is my lot in town going to need septic?

Probably not if city or county sewer is within 200 feet of the property line; Georgia requires the connection in that case.
