Most do. Morgan County's water plan lists only Madison, Rutledge, Bostwick and Buckhead as water providers and says every other area relies on wells, so rural homes pair a well with septic, and Lake Oconee lots use septic too. Morgan County Environmental Health, at 2005 South Main Street in Madison, permits installs and repairs; a residential repair permit is $200.↗↗↗

The Morgan County story
Morgan reads like two counties. Madison's historic district has city water, sewer and gas from the Utilities Department. Leave town on US 441 south or Highway 83 and the public pipe runs out fast: the county plan says most unincorporated land has no water or sewer at all, which is why rural lots here are sold with a well site and a septic site in mind.↗↗
The southeast corner is lake country. Sugar Creek Marina on Parks Mill Road, Blue Springs Marina and the Swords ramp all carry Buckhead addresses, and the Apalachee River forms 34 miles of the county's eastern edge before it joins the lake. The shoreline length depends on who is counting: 25 miles in the 2022 comprehensive plan, 55 miles on the county's visitor site. Either way, there is no public sewer documented along it.↗↗
For us, Morgan jobs tend to be bigger parcels: a pasture that needs a driveway, a house pad and a field laid along the contour, or a lake lot on the Apalachee arm where the system has to sit uphill and pump.
Sewer or septic?
Madison treats its own wastewater and publishes its tap fees. Rutledge treats sewage in a small pond plant the county plan describes as nearing capacity. Bostwick (186 water connections) and Buckhead (125) run water systems with no sewer on record, so their homes use tanks too.↗↗↗↗↗
Unlike Greene and Putnam, Morgan's Lake Oconee shore has no Piedmont Water sewer community on that utility's list, so there is no grinder-pump option to fall back on. A lake house here is a septic house, on a well or a subdivision water line, unless its subdivision built its own sewer.↗↗
Permits · Morgan County Environmental Health, Northeast Health District
File for a construction permit or a repair permit with Morgan County Environmental Health; the district also does site evaluations, existing-system evaluations and subdivision plan reviews.↗
Have the site plan reviewed ($75) or a location plan reviewed ($50), and confirm the lot meets the 0.6-acre minimum, or 1.2 acres with a well.↗
Install only after the permit is issued; a Georgia septic permit is good for 12 months at most.↗
An Environmental Health Specialist inspects the new system or the repair before approving it for use.↗

Soil & terrain
Old farm erosion shows up all over Morgan's soil survey. The largest map unit is severely eroded Lloyd clay loam on 6 to 15 percent slopes, and severely eroded Cecil adds another 31,425 acres. Lloyd is deep and well drained, but on a gullied slope with little topsoil, trenches must hug the contour, and Georgia's manual bars absorption fields on slopes over 25 percent without a special soil investigation.↗↗↗
The Hard Labor series was named here in 1998 from a field south of Prospect Church on the Rutledge North quadrangle. It drains only moderately well and moves water slowly, the kind of subsoil that turns a standard trench into a longer one. Creek bottoms of Chewacla and Toccoa flood too often for fields.↗↗
More about Morgan County
Georgia Power's Oconee guidelines apply on this shore just as they do in Greene and Putnam. The 25-foot vegetated buffer stays untouched by machines unless the company approves it in writing, and tree removal it allows for a house or septic install has to be replanted one for one with natives.↗
The state adds its own lines: drain fields 50 feet from the lake's normal water level and 100 feet from a well. On a Buckhead-area lake lot that also needs its own well, those two circles decide most of the layout before the house plan does.↗
Georgia Power's Oconee guidelines apply on this shore just as they do in Greene and Putnam.
Median year homes were built
1994
Typical house here is about 32 years old — and so is its original sewer or septic line.
ACS 2020-2024 5-year, table B25035 · Census Reporter: Morgan County, GA (ACS 2024 5-year)
Housing era
Half of Morgan's homes predate 1994, so many rural tanks are past 30 years. About three in four units are detached houses and 1,234 are mobile homes, each with its own small system.↗
At that age a repair is often a cracked outlet baffle, a collapsed line or a field that needs extending.

The county's comprehensive plan gives 0.6 acre for a septic system and 1.2 acres when one home needs both a well and septic. Slope and eroded clay can make a lot that meets the number harder to lay out.

Not that the public record shows. The county plan says most unincorporated land has no water or sewer, and the water strategy says areas outside the four towns use wells. Plan on a septic system for a Morgan lake lot, with a well unless the subdivision supplies water.

Madison's fee schedule approved June 24, 2026 lists a $1,500 sewer connection fee for a 3/4-inch meter and a $2,500 tap for a 4-inch line. The trench and pipe from the house to the tap are a separate job.

NRCS rates about 38,900 acres of the county's major soils very limited for absorption fields and 179,700 somewhat limited, and the biggest map unit is severely eroded clay on a slope. Fields have to run on the contour and often longer.

Sources disagree. The 2022 county plan puts the Lake Community character area at about 25 miles of shoreline, while the county's tourism site says 55 miles. Either way, the shore is on the southeastern edge near Buckhead.

Not without Georgia Power's written approval. Its Oconee guidelines bar mechanical clearing or regrading in the 25-foot buffer and on project land, and approved removals must be replanted one for one with native species.
