Baldwin County Environmental Health, on Ireland Drive in Milledgeville, permits septic installs and repairs. Milledgeville and Baldwin County Water and Sewer run public sewer in and around the city, but no sewer is documented for the Lake Sinclair subdivisions, so most lake homes and rural parcels rely on septic over clay or sand.↗↗↗

The Baldwin County story
Baldwin is Georgia College, the Old Governor's Mansion and Central State Hospital's grounds, and it is also the south shore of Lake Sinclair. Georgia Power's Sinclair Dam sits in the county, and US 441 runs north out of Milledgeville across the lake toward Eatonton. The 2023 county plan describes that shoreline as homes packed tightly together with frontage at a premium, which is the whole septic problem in one sentence.↗↗↗
A narrow Sinclair lot has to hold a house, a well or water line, a tank, a field and a full replacement area for that field, all 50 feet back from the water. Many older lots were built before anyone drew it that way. When one of those systems fails, the repair is a puzzle of setbacks, and a pump to an uphill field is often the only answer that fits.↗
Closer to town, the work is sewer and water: taps for new homes on Milledgeville or county lines, service lines from the meter, and grease traps for restaurant kitchens in town.
Sewer or septic?
The City of Milledgeville serves about 6,500 sewer customers through 233 miles of collection line and a 10.5 MGD plant. Baldwin County Water and Sewer, on North Columbia Street, handles county connections and lines. Both systems are aging: the 2023 plan says every sewer line west of Vinson Highway needs replacing, and the county won $1 million for sewer work in the Lee Street area.↗↗↗
The lake is a different story. EPA lists small water systems for subdivisions such as Meriwether-Golden Pond, Lands End and Baldwin Forest on the Baldwin side of Sinclair, and none of them shows a sewer system.↗

County to the meter; owner from the meter to the house↗
Where the line sits: Meter at or near the property line, typically within 3 feet of the right-of-way
The customer also has to furnish a private cut-off valve on the house side of the meter. That valve and every foot of pipe after it are the owner's to repair.↗
Permits · Baldwin County Environmental Health, North Central Health District
Apply at the Baldwin County Health Department on Ireland Drive, (478) 445-1591, for a construction permit or a repair permit.↗
If a private well is planned, its permit comes first; the application fee includes a site evaluation to locate the well.↗
Build within the permit's life, which Georgia caps at 12 months, and have the repair or new system inspected before it is covered.↗
On a Lake Sinclair lease lot, give Georgia Power the county-approved site plan with tank, drain lines and well, plus the septic permit, before it reviews a new house.↗
Georgia rule Ga. Comp. R. & Regs. 511-3-1-.07
“No absorption field shall be constructed less than 50 feet from the normal water level of any impoundment”
More about Baldwin County
Georgia Power wants the septic system sized to the house by county health guidelines and placed, repair area included, so nothing disturbs its project boundary. Existing houses inside that boundary or within 50 feet of the shoreline are held 'as is': cosmetic work only, no added living space.↗↗
For new building, the Sinclair dwellings sheet says 75 feet from the shoreline, while the combined Bartletts Ferry, Jackson and Sinclair guidelines say 50. Ask the Lake Resources Office which applies before you buy a teardown. The submittal also counts every tree 4 inches or larger to be cut inside the building area and driveway, so clearing gets planned on paper first.↗↗

Soil & terrain
The Fall Line runs right through Baldwin. Around the lake and Milledgeville, NRCS maps Piedmont clays: Davidson, a deep dark-red clay subsoil, and Wilkes on 10 to 25 percent slopes, the unit at the city's center, rated very limited for septic fields. South of town the ground turns to Lakeland sand, which takes water fast and needs a different approach entirely.↗↗
North Baldwin drains to the Upper Oconee and the lake; most land south of Sinclair falls to the Lower Oconee.↗

Generally not. EPA records list small subdivision water systems on the Baldwin shore, such as Meriwether-Golden Pond and Lands End, with no sewer, and the county has not published a sewer map for the lake. Expect septic unless a bill shows otherwise.

The county's posted schedule lists $900 for a 3/4-inch connection, $1,800 for 1-inch and $3,000 for 2-inch, plus a $75 deposit. The line from the meter to your house is extra and belongs to you.

You are. Baldwin County's ordinance runs its service line to near the right-of-way and sets the meter there, usually within 3 feet; the customer installs and maintains all piping on the house side and a private shut-off valve.

Georgia's rule sets 50 feet from the normal water level for absorption fields and 100 feet from wells. Georgia Power's house setback, 50 or 75 feet depending on which of its documents applies, comes on top of that.

Georgia's rule requires one for commercial kitchens when the Board of Health finds grease may exceed 50 mg/L, and the trap's outflow has to go to a septic tank, not straight to the field.
Source: Ga. Comp. R. & Regs. R. 511-3-1-.12, Grease Traps (LII)
Maybe not. Georgia Power holds houses inside its project boundary or within 50 feet of the shoreline 'as is', with no added livable square footage, and a bigger house also needs a bigger septic system that fits on the lot.
