Septic. The lakefront subdivisions off Harmony Road near Eatonton, including Riverbend Estates, River Bend Cove and Phoenix Lake, list septic tanks, and Piedmont Water's 2026 Harmony Road project is a water main, not sewer. Repairs and replacements here are permitted by Putnam County Environmental Health on Putnam Drive in Eatonton.↗↗↗

The Harmony Road Lake Oconee story
Harmony Road is the Putnam County side of Lake Oconee that was built out before the big gated communities filled in. It leaves GA 44 northeast of Eatonton, past Harmony Crossing's shops and restaurants, and the subdivisions that hang off it went in during the 1990s: a 1993 six-bedroom house in Phoenix Lake, a 1997 house in River Bend Cove, a 1998 lakefront home in Riverbend Estates.↗↗↗
Every one of them lists a septic tank. The lots are not small for the lake, two-thirds of an acre to an acre, but they are sloped toward the water, and the drain fields under them are now 25 to 30 years old. Those houses are selling, getting gutted and getting bigger. One River Bend Cove home came back to market after a studs-out rebuild with all-new plumbing, electrical, HVAC and septic.↗↗↗
The road itself is changing too. Putnam's 2022 comprehensive plan says more residents are moving into parts of the county the Eatonton-Putnam Water and Sewer Authority does not serve, and the farm tracts along Harmony Road are being marketed for what comes next. A 32-acre agricultural parcel on Harmony Road, listed with a septic tank and about 900 feet of paved frontage, is advertised as surrounded by active commercial property.↗↗
Sewer or septic?
Piedmont Water's Harmony Road job is a big one: more than 21,000 feet of 12-inch water main from the Harmony Farms subdivision to State Route 441, tying into the elevated tank near Putnam County High School, with Fortis Siteworks laying pipe along the shoulder and completion estimated for late spring 2026. It will blend surface water with reverse-osmosis-treated groundwater. Nothing in the announcement mentions sewer.↗
Piedmont's sewer list names Reynolds, Great Waters, Cuscowilla, Del Webb, The Landing, Marina Bay and the Highway 44 corridor. Parcels right at the Harmony Road and GA 44 intersection may be close to that corridor service; the lake subdivisions down the road are on their own tanks and fields.↗
The new main does matter to plumbing. Piedmont told customers from Harmony Farms to the Harmony Road and Highway 44 intersection to expect higher water pressure and to have their pressure-reducing valves checked, a good moment to look at the whole house system.↗

Soil & terrain
The soil survey maps Davidson clay loam on 6 to 10 percent slopes, already moderately eroded, across this part of the Putnam shore. Davidson is the red Piedmont clay that covers more of Baldwin, Jones and Putnam than any other series: deep, well drained, with a subsoil that runs 40 to 75 percent clay. It takes effluent fine when it is cut dry and left open; trench it wet and the walls smear shut.↗↗
The slope is the bigger constraint. A replacement field has to land in undisturbed soil, 50 feet back from the lake's normal water level, and Georgia's manual bars trenches on slopes steeper than 25 percent without a soil classifier's special study. On lots where the old field used the only gentle ground, the answer is often drip tubing laid on contour, or an aerobic unit, which lets the trench bottom sit 12 inches above rock or seasonal water instead of 24.↗↗↗
More about Harmony Road Lake Oconee
Most work on these lots starts with a remodel or a sale. Adding bedrooms or a basement apartment raises the load on a tank and field sized for the original house, so talk to Putnam Environmental Health before the architect finishes the plans, not after.↗
Near the shore, Georgia Power's Lake Oconee guidelines govern the last stretch of ground. No mechanical clearing, grubbing or change of grade in the 25-foot vegetative buffer or on its land without written approval. Trees removed to make room for a septic system or addition get replaced one for one with natives. Drain pipes stop at the project boundary and empty into a swale, French drain or dry creek bed.↗
Two Putnam rules shape the schedule. The county is on EPD's May through September open-burning ban list, so summer brush gets chipped or hauled. And the county's building setback from the lake was reported in 2024 as 65 feet, down from 100; that comes from a newspaper account of a commission meeting, so confirm it with Putnam Planning and Development before siting an addition.↗↗

(678) 863-5620Not in the current project. Piedmont's Harmony Road work is more than 21,000 feet of 12-inch water main from Harmony Farms to State Route 441, due around late spring 2026; the announcement describes water service only.

Piedmont told customers between Harmony Farms and the Harmony Road / Highway 44 intersection to expect higher pressure and to check pressure-reducing valves. A leaking fixture or running toilet sends extra water to the tank and field, so fix those first.

Often, if the field is near 30 years old or the remodel adds bedrooms. A River Bend Cove house rebuilt studs-out came back with an all-new septic system. Putnam Environmental Health permits the replacement.

At least 50 feet from the lake's normal water level, and the tank at least 25 feet, under Georgia's on-site sewage rules. Wells add 100 feet for the field.

Not between May 1 and September 30. Putnam County is on Georgia EPD's summer open-burning ban list, so clearing in those months means chipping or hauling.
