The short answer

Are Morgan County lots on Lake Oconee on sewer or septic?

Septic. Morgan's roughly 25 miles of Lake Oconee shore is wooded lake-community subdivisions with no public sewer, so each new house near Buckhead needs its own system, permitted by Morgan County Environmental Health in Madison. An Oconee Shores lot on Apalachee Woods Trail, for example, lists public water and a septic tank.↗↗↗

The Morgan Lake Oconee Shoreline story

The quiet end of the lake

Lake Oconee's northern arms are where the Apalachee River meets the Oconee, and Morgan County holds about 25 miles of that shore along its southeastern edge. There are no resort gates here. The landmarks are a marina, a Forest Service ramp and a few community docks: Sugar Creek Marina at 353 Parks Mill Road, Blue Springs Marina at 1271 Blue Springs Drive, and the Swords Recreation Area ramp off Blue Springs Road, all with Buckhead mailing addresses.↗↗↗

The way in tells you the kind of place it is. The Forest Service sends Swords visitors up Seven Islands Road from I-20, right on Parks Mill Road for three miles, then left on Blue Springs Road for a mile and a half. Lots off those roads sell mostly as wooded homesites, the kind someone buys to build a lake house on a budget.↗

Oconee Shores is the clearest example. A 0.98-acre wooded lot on Apalachee Woods Trail was listed with public water, a septic tank and 'private access' to the lake through a common area with a pavilion, picnic tables, day-use docks, boat slips and a ramp. Interior lots get the lake without frontage, and without the shoreline permits that come with it.↗

On the record

  • A 198.62-acre tract off Apalachee Woods Trail was marketed noting that Oconee Shores' covenants have expired and that a voluntary $100-a-year HOA fee covers the community ramp and pavilion.↗
  • Oconee Shores lots carry a Buckhead, GA 30625 address and are marketed as minutes from Madison, Greensboro and I-20.↗

Sewer or septic?

No sewer on Morgan's shore, so every lot is a septic permit

Morgan's 2022 comprehensive plan is plain about it: most of unincorporated Morgan County has no water or sewer lines, so homes there need wells and septic systems. The nearest town, Buckhead, has a small well-fed water system and no public sewer on record. Piedmont Water's sewer communities are all farther south, around Reynolds and the Highway 44 corridor.↗↗↗

Water is where the listings and the plans disagree. Oconee Shores lots are listed with public water, while Morgan's 2019 service delivery strategy names only Madison, Rutledge, Bostwick and Buckhead as water providers and says other areas rely on wells. Ask the seller who actually supplies the water and get a bill, because it decides the lot math.↗↗

That math is lighter than Greene's across the water. Morgan's comprehensive plan cites a minimum of 0.6 acre for a septic system and 1.2 acres when one house needs both a well and a septic system. Confirm the current figure with Morgan Environmental Health before you buy, especially on a steep lot.↗

How to tell which one you have

  • The listing's 'Sewer' field on Morgan lake lots reads 'Septic Tank'; there is no sewer provider to name.
  • Ask Morgan County Environmental Health for any permit on file for an existing house; the district also does site evaluations for vacant lots.
  • Check the 'Water' field and a water bill: a private well adds acreage and a 100-foot well-to-field setback.

Soil & terrain

Eroded Piedmont clay under the hardwoods

The soil survey maps Cecil sandy clay loam on 6 to 15 percent slopes, severely eroded, at Oconee Shores. 'Severely eroded' means most of the original topsoil is gone and the clay sits close to the surface. The county's single biggest map unit is the same story in Lloyd clay loam, about 54,880 acres of it.↗

That clay still takes a drain field when the trenches are sized for it and dug dry, but it leaves less room for error near the water. Fields stay 50 feet off the lake's normal water level and 100 feet from any well, and slopes over 25 percent are off limits without a special soil study. On the steeper lots down toward the coves, plan on a pump tank or drip lines.↗↗

More about Morgan Lake Oconee Shoreline

Building on a $99,000 wooded lot: where the money goes

On a lot like that Oconee Shores homesite, the land is the cheap part. The work is clearing enough of the woods for a drive, a pad and a field without stripping the lot, cutting a driveway in from a narrow subdivision road, and getting a septic permit for ground that has never been built on.↗

Morgan is on Georgia EPD's open-burning ban list from May 1 through September 30, so a summer clearing job means chipping, grinding or hauling the debris rather than burning it. That is worth planning into the schedule and the budget before the first tree comes down.↗

Lots with frontage carry Georgia Power's Lake Oconee rules: no mechanical clearing, grubbing or grade change inside the 25-foot vegetative buffer or on its land without written approval; tree removal it allows for a house or septic gets replanted one for one; and no drain pipe may cross its property. Interior lots like most of Oconee Shores skip that layer, which is part of their appeal.↗
