The Jasper County story

Growth without pipes

Jasper sits between the lakes rather than on them. Lake Oconee and Lake Sinclair are a county east, out Highway 16 toward Eatonton; Lake Jackson touches its west side. What Jasper has instead is land, and people are buying it. Census figures put the county at 14,599 in 2020 and estimates put it near 17,200 by 2025, the fastest growth of any county we serve.↗↗

Almost all of that growth lands on septic. The county government owns no sewer and, in its 2023 plan, cancelled a sewer upgrade for that reason and turned to siting wells through the water authority instead. Monticello's 13 miles of sewer cover the town; past them, a new home off Highway 11, 83 or 212 needs its own system.↗↗

That makes most Jasper jobs full builds from raw ground: clearing the pad, cutting the drive, trenching water from the road or a well, and setting the tank and field.

On the record

  • Jasper's 2023-2028 joint plan states most areas of the county are not served by a sewer system.↗

Sewer or septic?

Monticello is the only sewer in Jasper

Shady Dale runs a town water system but no sewer, and its plan limits new development to lot sizes that can hold a septic system. The Jasper County Water & Sewerage Authority, despite its name, is documented only as a water system of about 640 connections. On Lake Jackson, the Turtle Cove property owners and Alcovy Shores run their own water systems with no sewer on record.↗↗

How to tell which one you have

  • A City of Monticello bill with sewer means a city tap.
  • A JCWSA, Shady Dale, Turtle Cove or Alcovy Shores bill is water only.
  • Jasper County Environmental Health has the septic permit history.

More about Jasper County

Lake Jackson lots on the Jasper side

Lake Jackson, behind Lloyd Shoals Dam, covers 4,750 acres with 135 miles of shoreline, and Jasper's share includes the Turtle Cove community, whose water system has about 968 connections. Like Sinclair, it is a Georgia Power lake, and the same combined shoreline guidelines apply.↗↗↗

Those guidelines want the septic system sized by county health rules and placed, repair area included, where it will not disturb the project boundary, and they put new construction at least 50 feet from the shoreline. Drain fields hold 50 feet from the water and 100 from a well under state rule. Many older Jackson cabins predate both.↗↗

Soil & terrain

Lloyd soil was named here

The Lloyd series, a deep red Piedmont soil found across middle Georgia, has its type location in Jasper, about 1.7 miles south of Monticello on Highway 11. Lloyd and Pacolet on 6 to 15 percent eroded slopes are the county's two largest map units, nearly 70,000 acres together.↗↗

Lloyd drains well; the challenge is slope and thin topsoil, which push trenches onto the contour. Steeper Wynott-Zion-Wilkes ground runs 15 to 35 percent and is hard to use for any field. Jasper also straddles a divide: the west drains to the Ocmulgee, the east to the Oconee.↗↗

Housing era

Newer homes, and a lot of manufactured housing

Jasper's median home dates to 1992, and about 18 percent of its 6,572 housing units are mobile homes, each on its own small tank and field. Many of those systems were sized for a single-wide and never upgraded when a family added a bedroom or traded up to a larger home on the same pad.↗

When a bigger house replaces an older one, the tank and field usually have to grow with it, and Georgia requires a permit and inspection for any addition to or replacement of an existing system.↗

Can I build on a small lot in Shady Dale?

Only if the lot can hold a septic system. The joint plan limits new development in Shady Dale to lot sizes that accommodate septic, because the town offers water but no sewer.

Mostly Lloyd and Pacolet clay loams on 6 to 15 percent eroded slopes. NRCS rates about 72,300 acres very limited and 161,300 somewhat limited for absorption fields, so slope and layout decide most designs.
