Septic. Homesites in The Falls at Rocky Creek, the gated Lake Sinclair community off Falls Lane in Baldwin County, are sold with public water and a perc test on file, so each new house needs its own Baldwin County Environmental Health septic permit. A Class Septic Services installs the system and clears and grades the lot.↗↗

The Falls at Lake Sinclair story
The Falls sits on the Rocky Creek side of Lake Sinclair's Baldwin shore, about fifteen minutes out of downtown Milledgeville. Behind the gate it has a clubhouse, a resort-style pool, a putt-putt course, a pavilion and its own boat ramp and dock, with paved roads and the power run underground. Listing copy says many of the custom homes here are valued over $1 million.↗↗
None of that comes with a sewer main. The lots are marketed with public water and a perc test on file, which is the honest way of saying the buyer gets a site the county has looked at, not a hookup. Every house built here is a new septic system: a tank, a drain field and a repair area, sized for the bedrooms on the plans and placed where the soil test said it can go.↗
The neighbors tell the same story. Down Dam Road toward Rocky Creek Park, a 2006 log home on 0.77 acre lists a septic tank, and on the Rocky Creek Branch off Mariners Drive a 1999 ranch with 240 feet of shoreline lists a private well and a septic tank. Baldwin County's plan calls the Sinclair shore densely packed, with frontage at a premium.↗↗↗
Sewer or septic?
No sewer provider is documented for The Falls. Milledgeville's sewer system serves the city, and Baldwin County's plan does not show its lines running out the Rocky Creek side of the lake, so a house here is permitted for an on-site system through Baldwin County Environmental Health.↗↗
'Perc test on file' is a starting point, not a permit. It tells you the county has soil information for the lot. The permit still has to match the house actually drawn; a bigger footprint or a pool can eat the field area the test assumed.↗
For an existing home, Georgia has no statewide point-of-sale septic inspection. The county board of health will do a performance evaluation of an existing system on request, working from the installation records, maintenance records and a site visit.↗
More about Falls at Lake Sinclair
The lakefront lots here are listed as sloped, and the creekfront lots fall toward Rocky Creek. That shapes everything. The house pad, the driveway off Falls Lane and the drain field all want the same flat-ish ground, and the field gets first claim because the state keeps absorption trenches 50 feet back from the normal water level and 100 feet from any well. The septic tank itself has to stay 25 feet from the water.↗↗↗
Where the usable soil sits uphill of the house, the answer is a pump tank that pushes effluent up to the field. Where the ground is steep, Georgia's manual bars conventional fields on slopes over 25 percent unless a soil classifier shows the problem can be overcome, and it wants 24 inches between the trench bottom and rock or seasonal water. Drip lines laid on contour, or an aerobic unit that earns the 12-inch separation allowance, are how tight Sinclair lots still get a permit.↗↗
Clearing happens after the layout, not before. Keep the trees that hold the bank between the house and the water, take out stumps only where the pad, drive and field go, and get silt fence up on the downhill side before the first rain. Georgia's state-waters buffer is 25 feet from the point where wave action has wrested the vegetation, and a lot that drops into a creek arm has that line on two sides.↗

Permits · Baldwin County Environmental Health (North Central Health District), 100 Ireland Drive, Milledgeville
Pull the soil report behind the lot's 'perc test on file' and check it against the house plans and bedroom count.↗
Apply to Baldwin County Environmental Health, 100 Ireland Drive, (478) 445-1591, for the on-site sewage construction permit. If a well is planned, its permit comes first and includes a site visit to place it.↗
A complete application must be approved or denied within 20 days, and the permit is good for no more than 12 months, so time it with the builder's start.↗
Where Georgia Power land is involved, send the approved septic site plan and permit to Georgia Power with the building permit.↗
Install, then leave the system open for the county's final inspection; nothing is covered or used until it is approved.↗
Georgia rule Ga. Comp. R. & Regs. 511-3-1-.07
“No absorption field may be built less than 50 feet”
Soil & terrain
Baldwin County straddles the Fall Line, and the lake end is the Piedmont half: Davidson and Wilkes clays rather than the deep Lakeland sand south of town. Davidson drains well but its subsoil runs 40 to 75 percent clay and smears when trenched wet. Wilkes soils on 10 to 25 percent slopes are rated very limited for septic fields.↗↗

(678) 863-5620No central sewer is documented. Lots are listed with public water and sewer as 'Perc Test On File,' so each house gets its own permitted septic system.

It means soil information for the lot is on record. You still need a Baldwin County construction permit that matches your actual house plans and bedroom count before anything is installed.

Georgia keeps absorption trenches at least 50 feet from the lake's normal water level and 100 feet from a well; the tank must be at least 25 feet from the water.

Often, with the right design. Conventional fields are not allowed on slopes over 25 percent without a soil classifier's special investigation, so steep lots usually go to drip lines on contour, a pump tank or an aerobic unit.

Where Georgia Power project land is involved, yes. It wants a site plan with the county-approved septic layout and the septic permit, and it sets a shoreline setback for new construction (75 feet on its Sinclair dwelling sheet, 50 feet in its combined guidelines; confirm with the Lake Resources Office).
