Mostly septic. Harbor Club is not on Piedmont Water's list of sewer communities, and homes from a 1999 build on Club Drive to a 2025 build on Glen Eagle Drive list septic tanks. A few newer enclaves list a shared 'commercial system' instead, so check each lot's record with Greene County Environmental Health.↗↗↗

Sewer or septic?
Unlike Reynolds, Great Waters or Cuscowilla across the lake, Harbor Club does not appear on Piedmont Water's list of communities where it has sewer. The listings tell the rest. A 1999 house on 0.6 acre on Club Drive shows a septic tank, and so does a 2025 house on a half-acre on Glen Eagle Drive.↗↗↗
The exceptions are small and specific. In The Enclave at Heron Ridge, a 2022 home on 0.2 acre off Providence Loop lists a community well and a 'Commercial System' for sewer, with the landscaping kept by the HOA. A lot on Turnberry Circle lists the same commercial-system entry. We could not find a public source naming who owns or runs that shared system, so ask the seller and the HOA for the operator and its agreement in writing.↗↗
Water varies by section too: listings show 'Commercial System', 'Community Well' or city water. That matters, because Greene's lot minimum doubles to 1.5 acres on a private well.↗↗
The Harbor Club story
Harbor Club was laid out around its course. The Weiskopf and Morrish holes touch the lake six times and run past four creeks and a string of interior ponds, and the homesites fill the ground between them. Every one of those lots has to find room for a tank and a field that stays 50 feet off the lake and off any creek or tributary, 100 feet from a well, and clear of the fairway and the cart path.↗↗
Greene County's Board of Health has had a lot-size ordinance since 2003 and last amended it in 2018. It sets the septic minimum at 0.75 acre on public water, with 25,500 square feet of usable soil, and does not count any of the lot inside 75 feet of Lake Oconee's high-water line. Those minimums assume a typical three- or four-bedroom house; the board says bigger homes, pools, tennis courts or outbuildings will need bigger lots. Some Harbor Club lots are well under 0.75 acre, like the half-acre on Glen Eagle Drive, so how a particular platted lot is treated is a question for Greene Environmental Health before you buy, not after.↗↗
The course opened in 1991 and the first houses followed, so the oldest Harbor Club fields are now near 30 years in the ground. A tired field by a fairway rarely quits at once; it shows up as a soft green strip after rain or a slow drain on the low side of the house.↗↗
More about Harbor Club
On a lakefront lot the strip nearest the water belongs to the rules. Georgia Power allows no mechanical clearing or regrading in the 25-foot buffer or on its land without written approval, after the county's buffer permits. A tree removed for a house or septic system gets replaced one for one with a native.↗
Drainage is where golf-lot projects go wrong. Georgia Power will not let drain pipe cross its property, so roof water and yard water have to stop at the project line and spread out through a swale, a French drain or a dry creek bed. On an interior lot the same water must also stay off the drain field, which means grading the pad so the field sits in its own undisturbed patch of ground.↗
The ground is kinder than most of the lake: gently sloping Lloyd gravelly loam at the center, rated somewhat limited, while 38 percent of Greene rates very limited. Lots that fall hard to a cove change the plan, since Georgia bars trenches on slopes over 25 percent without a special soil study. That is when pump tanks and drip lines come in.↗↗
Greene is not on EPD's May-to-September burn-ban list, unlike Putnam and Morgan. Inside a golf community, chipping or hauling brush is still the better neighbor.↗

Permits · Greene County Environmental Health (Northeast Health District), 1031 Apalachee Ave, Greensboro
Call the Greene County Environmental Health Manager for a septic letter or perc test. Greene's building office will not issue a permit that depends on septic without that approval letter.↗
Check the lot against Greene's minimum: 0.75 acre on public or community water, 1.5 acres on a private well, with the 75-foot lake strip left out of the count.↗
For anything touching the 25-foot buffer or Georgia Power land, get the county buffer permits and Georgia Power's written approval before a machine goes in.↗
Install within the permit's 12-month life, and nothing gets covered until the county inspects and approves the work.↗

FAQ
Straight answers, with the rule or record behind them. Still unsure? Call and ask the crew that digs.
(678) 863-5620Harbor Club is not on Piedmont's published list of sewer communities, which names Marina Bay, Del Webb, The Landing, Reynolds, Great Waters, Cuscowilla and the Highway 44 corridor. Most Harbor Club homes list septic tanks.

Greene's Board of Health sets 0.75 acre on public water as the septic minimum, excluding land within 75 feet of the lake, and asks for more ground for large homes or pools. Some half-acre Harbor Club lots carry septic anyway, so ask Greene Environmental Health how the rule applies to your platted lot before closing.

Georgia's rule is 50 feet from the lake's normal water level for the field and 25 feet for the tank. Greene also leaves the 75-foot strip along the high-water line out of the lot-size math, and Georgia Power's 25-foot buffer limits clearing.

Some Harbor Club enclaves, such as The Enclave at Heron Ridge off Providence Loop, list a shared commercial system instead of a private tank. No public record we found names its operator, so get the operator and the HOA's maintenance terms in writing.

Georgia has no statewide point-of-sale septic inspection rule. County boards of health will evaluate an existing system on request, using installation records, maintenance records and a site visit; Greene lists that evaluation at $175.
Not across Georgia Power land. Its Lake Oconee guidelines make drainage pipes stop at the project boundary and hand off to swales, French drains or dry creek beds.
