The short answer

Who permits and installs a new septic system in Eatonton, GA?

In Eatonton and the rest of Putnam County, a new septic system needs a construction permit from Putnam County Environmental Health on Putnam Drive, Suite C, before any part is built. Homes within 200 feet of EPWSA sewer must connect instead. We install the tank and field the permit specifies and schedule around the county's inspection.↗↗

Sewer or septic?

First question in Eatonton: does your lot get a tank at all?

Eatonton is one of the few places in our territory where the sewer question comes before the septic question. The Eatonton-Putnam Water & Sewer Authority runs two treatment plants and serves the city, while lake-shore and rural parcels beyond its pipes are permitted for septic by the county health office.↗

There is a third case near the Highway 44 corridor north of town. Piedmont Water Company says it runs sewer along that corridor in north Putnam, plus Great Waters and Cuscowilla, mostly as low-pressure systems with a grinder pump at each building. A lot that can tap one of those lines is a different job from a tank and field.↗

How a new Eatonton septic permit moves

Environmental Health and Planning and Development share the county complex on Putnam Drive, Suites C and B.
  1. 01

If the house also needs a private well, the well permit comes first; its fee includes a site evaluation to locate the well, and the septic layout then works around it.↗

  2. 02

Apply for the on-site sewage construction permit; the county must approve or disapprove a complete application within 20 days, and the permit is good for up to 12 months.↗

  3. 03

On a Georgia Power lease lot on Lake Sinclair, the county-approved tank, drain-line and well site plan plus the septic permit go to Georgia Power with the building permit before the house is reviewed.↗

  4. 04

Nothing is backfilled until the county makes its final inspection and gives written approval.↗

Soil & terrain

Davidson red clay: what Eatonton ground does to a field design

Dig almost anywhere around Eatonton and the subsoil turns deep red and sticky within a couple of feet. That is the Davidson series, the soil NRCS maps right at the city center, and it runs 40 to 75 percent clay below the surface.↗↗

Davidson is well drained for a clay, but water still moves through it slowly, so the soil report usually calls for more trench footage than a sandy lot would need. Clay that is dug wet also smears and seals, which is why the state manual bars trenching in non-sandy soil while it is wet. After a wet week, the right call is often to wait.↗

  1. Davidson-Urban land complex, 2-10% slopes↗

Mapped at Eatonton's city center; dark red clay subsoil formed from dark ferromagnesian rock.

  2. Davidson series↗

Well drained, with a 40-75% clay subsoil; the largest major soil component in the Baldwin-Jones-Putnam survey area.

The Eatonton story

Lake Sinclair lease lots south of town: fit the system first

Head south on 441 or out Old Phoenix Road toward the Sinclair coves and the lots get narrower and steeper. On a Georgia Power lease lot, the septic system and its repair area have to fit on the lot without touching the project boundary, and Georgia Power's own guidance says the house should change if they don't.↗

That flips the usual order: on those lots the soil report and field layout come before the floor plan, because the field is the piece with no room to move.

Where do I get a septic permit in Eatonton?

Putnam County Environmental Health, part of the North Central Health District, in the Putnam County Health Department at 117 Putnam Drive, Suite C. It is open weekdays 8 a.m. to 4:30 p.m.; the office lists (706) 485-8591.

My lot is just outside the city limits. Do I have to tie into EPWSA?

Only if a public or community sewer line is within 200 feet of your property line or in an abutting right-of-way. City limits don't decide it; the distance to the line does.

How much does Putnam County charge for a septic permit?

What size tank will a four-bedroom house in Eatonton need?

Georgia's minimum is 1,000 gallons for one to four bedrooms, increased by half if you plan a garbage disposal. Every tank must be two-compartment with an effluent filter.

Can I build on a Lake Sinclair lease lot if the field won't fit?

Georgia Power's Sinclair guidance says the septic system, including its repair area, must stay off the project boundary, and the dwelling should be modified if it can't. Get the soil report first.

I'm building in Great Waters or Cuscowilla. Do I need a septic system at all?

Maybe not. Piedmont Water lists sewer in both communities, mostly low-pressure systems where each building has its own grinder pump, and that pump belongs to the homeowner. Check whether your lot can tap a Piedmont line before designing a field.
