The short answer

What does it take to install a septic system on Lake Sinclair?

The Putnam, Baldwin or Hancock County health office in the North Central Health District issues the septic permit. On a Georgia Power lease lot, the system and its repair area must fit on the lot with no disturbance to the project boundary, and Georgia Power reviews the septic site plan. A Class Septic builds to both.↗↗

The Lake Sinclair story

Sinclair isn't Oconee: the lot often belongs to Georgia Power

Lake Sinclair filled in 1953, a generation before Oconee, and much of its shore was laid out as Georgia Power lease lots. Off Twin Bridges Road, a home on Dennis Station Road sits on a 1.08-acre lease lot that rents for $1,200 a year, with public water and a septic tank.↗↗

On a lease lot, Georgia Power's rule is blunt. If the septic system can't be sited entirely on the leased lot and outside the project boundary, the house should be changed. The system has to be sized to the dwelling's occupancy under county health guidelines, and both the system and its repair area must avoid disturbing the boundary.↗

So on Sinclair the septic layout usually comes before the house plan. Baldwin County's own plan calls its Sinclair shore densely packed residential lots with frontage at a premium, and Georgia Power wants new houses at least 75 feet from the shoreline. There isn't much room left over.↗↗

On the record

  • Georgia Power's residential lease agreements run 15 years; it does not issue 99- or 100-year leases.↗
  • Georgia Power reserves the right to reject a Sinclair dwelling proposal even after the county has approved it, if it judges the plan detrimental to the lake or its property.↗

The Sinclair sequence: county first, then Georgia Power

  1. 01

Get the soil evaluation and septic construction permit from the county; nothing can be installed before the permit, which lasts up to 12 months.↗

  2. 02

Lay out the tank 25 feet from the lake and the absorption field 50 feet from the normal water level, plus the repair area, all inside the lease lines.↗

  3. 03

Send Georgia Power, in digital form, a site plan showing the county-approved septic tank, drain field lines and well, with the septic permit, building permit, land-disturbing permit (if over an acre) and any county buffer variance.↗

  4. 04

Include the architectural drawings, the builder's name and phone, and the anticipated start and finish dates; Georgia Power won't begin its review until the package is complete.↗

  5. 05

Pass the county's final inspection before backfilling; after the house is done, Georgia Power wants an as-built survey of the lot and its structures.↗
