The short answer

What does a new driveway and graded homesite near Union Point require?

A driveway onto a Greene County road needs a $150 permit from Greene County Building and Zoning in Greensboro, with any culvert at least 15 inches in diameter. Drives onto US 278, SR 77 or SR 44 need a GDOT permit. A Class Septic Services grades the pad and drive under the county's land disturbance rules.↗↗

Greene County's driveway permit

Greene's form is one page, but the culvert spec on it is what decides how the drive gets built at the road.
  1. 01

Apply for permission to build an access driveway on the county right-of-way, naming the county road and parcel number, and pay the $150 fee.↗

  2. 02

The county sets the culvert: pipe diameter no smaller than 15 inches, and the pipe length and type (metal, concrete or corrugated plastic).↗

  3. 03

If corrugated plastic is used, the Building Inspections Division's depth requirements are mandatory.↗

  4. 04

Build only what the permit authorizes, and finish within six months of issue or renew it.↗

The Union Point story

Three state highways meet in Union Point

Union Point was named for a rail junction, and it is still a crossroads. US 278 runs through town as Lamb Avenue, 7 miles west to Greensboro and 11 east to Crawfordville; SR 77 runs south to I-20 at Siloam and north to Lexington; SR 44 heads northeast to Washington.↗

A lot fronting any of those three is under GDOT, not the county. Construction in a state highway right-of-way needs a GDOT permit before work starts, and residential driveway applications are made at the GDOT District Area Office. Lots on county roads follow the Greene form above.↗↗

On the record

  • Greene County's driveway permit costs $150 and calls for a culvert pipe no smaller than 15 inches in diameter, in metal, concrete or corrugated plastic.↗
  • A Greene County driveway permit must be renewed if the work is not completed within six months of issue.↗
  • From Union Point, US 278 runs 11 miles east to Crawfordville, and SR 77 runs about 23 miles north to Lexington.↗

More about Union Point

Grading the pad: county sequence, septic boundaries

Greene does not let grading start until the erosion controls on the approved plan are installed and inspected; drainage, grading and utilities follow. Cutting for footings or a basement without the land disturbance permit is prohibited outright.↗↗

Most homesites out here also carry a septic system, so the driveway line and the pad are drawn around the field. Drives and hardscape must stay at least 5 feet from the absorption field, and grading or filling that affects a system after its final inspection voids the county approval.↗↗

The ground helps. The Cecil gravelly sandy loam mapped at the center of Union Point drains well and has some natural gravel in the surface, so a drive built on it with a proper stone base sheds water instead of holding it. Where topsoil has eroded away, we strip to firm subsoil before placing stone.↗

On farm tracts the drive is often the longest piece of the job, a few hundred feet of pasture between the road and the house. We set the grade so it climbs steadily, crown it so rain runs off both shoulders, and turn water out into the field at low points with shallow dips instead of letting it run the full length and cut a gully down the middle.

Greene does not let grading start until the erosion controls on the approved plan are installed and inspected; drainage, grading and utilities follow.
