The short answer

Who permits a new driveway and grading around Sparta, GA?

A drive onto SR 15, 16 or 22 needs a GDOT permit through District 2's Area 1 office, which covers Hancock, Glascock, Johnson and Washington counties. County roads are maintained by the Hancock County Road Department in Sparta. State rules also protect any septic system from grading. We shape the pad and drive to fit.↗↗↗

The Sparta story

Three state routes, a lot of county gravel, and clay that moves

SR 15, SR 16 and SR 22 all run through Sparta, so a building lot near town may well front a state highway. Any work in that right-of-way, including a residential driveway, needs a GDOT permit before it starts, and residential applications go to the area office rather than the district headquarters.↗↗↗

Off the highways, the county's soils make the case for doing a driveway properly. Lloyd gravelly loam on 2 to 15 percent slopes covers about 41,400 acres of the Hancock-Taliaferro survey, much of it moderately eroded. Red clay like that holds a dry-season grade and then ruts the first winter under a loaded truck unless the subgrade is shaped to shed water and topped with enough stone.↗

Septic is the hidden constraint on the grading plan. Georgia's rule voids a system's approval if later grading or filling may affect it, and a field must be protected from storm runoff and gutter water. We set the pad and the drive so water sheds around the tank and field, never across them. On a Hancock farm lane that usually means a turnout ditch or two before the house, not after the first washout.↗↗

On the record

  • GDOT's area office list puts Hancock County in District 2, Area 1, alongside Glascock, Johnson and Washington counties (478-240-3061).↗
  • The Hancock County Road Department at 96 Fairmount Road, Sparta, maintains and repairs the county's roads.↗
  • Lloyd gravelly loam, 2 to 15 percent slopes, moderately eroded, covers roughly 41,400 acres of the Hancock-Taliaferro soil survey.↗
  • For local roads and streets, NRCS rates only about 42,800 acres of the survey's major soils free of limits; roughly 99,600 are very limited, and the Hard Labor-Appling ground under Sparta is flagged for low strength.↗

Why does a new gravel drive in Hancock rut out the first winter?

Much of the county is eroded clay loam, such as the Lloyd soils mapped over about 41,400 acres of the survey, which softens when wet unless it is crowned, drained and stoned properly.
