The short answer

What governs excavation on a Lake Sinclair lot?

On leased lots, Georgia Power's Lake Resources Office must approve the house or outbuilding plan, and the county septic permit from Putnam, Baldwin or Hancock Environmental Health fixes where trenches go. Georgia 811 locates come first. A Class Septic digs house pads, septic systems and utility trenches to all of it.↗↗

The Lake Sinclair story

Rock and rules, the two things that slow a Sinclair dig

The digging itself can surprise people. Wilkes soil, mapped across the Baldwin-Putnam side of the lake, carries hard bedrock 40 to 60 inches down in DPH's soil table. A basement or deep septic line can hit it, and then the job becomes hammering or redesigning around it.↗

The paperwork shapes the hole as much as the ground does. Georgia Power wants new Sinclair houses 75 feet from the shoreline and outside its project boundary, decks included, and won't start reviewing a lease-lot dwelling until the builder's name and the planned start and finish dates are in the package.↗

Older houses near the water bring a different limit. Inside 50 feet of the shoreline, an existing Sinclair house is held 'as is', so an addition that would need a new foundation usually isn't on the table. Many digs there are for septic replacement instead.↗

Flat ground is scarce, too. Even in Island Creek on the Hancock side, a listing calls a half-acre level lot rare. Most Sinclair pads are cut into a slope, so the spoil from the cut has to stay on the uphill side, out of the 25-foot buffer, and the septic layout has to work around the new grade.↗↗

On the record

  • A Georgia Power residential lease lot can carry at most two outbuildings, one story each, behind the house, with no living space or interior plumbing.↗
  • Unlike Oconee, Sinclair permits boathouses. Lots platted after 2000 need at least 100 feet of straight-line shoreline for one; older lots need 75 feet for a single stall, and a house must already stand on the lot.↗
  • Roofed structures on the lake side of a lease-lot house, other than a boathouse, must sit outside the project boundary or at least 50 feet from the shoreline.↗

Before the bucket hits the ground

  1. 01

Lease lot: get Georgia Power's construction permit for the house, addition or outbuilding.↗

  2. 02

Septic: stake the tank and field from the county permit, keeping the field 50 feet from normal water.↗

  3. 03

Locates: request Georgia 811 marks for every dig, and find private lines to the dock yourself.↗

  4. 04

Trenches 5 feet or deeper get sloping, shoring or a shield unless they are wholly in stable rock.↗

  5. 05

When the house is finished, Georgia Power wants an as-built survey showing the dwelling and any garage, shop or boathouse.↗

How close to the water can a new Sinclair house be dug?

Georgia Power's Sinclair sheet says 75 feet from the shoreline and outside the project boundary, or the county setback if larger.
