What erosion control does a Reynolds Lake Oconee project need?
Any Reynolds job that bares soil needs sediment kept on the lot: silt fence, a stone construction entrance, and cover on slopes. Greene County requires a full erosion plan, a land disturbance permit and an EPD notice past an acre or within 200 feet of state waters. Georgia Power separately governs the 25-foot shoreline buffer.↗↗

| Topic | What it says | Source |
|---|---|---|
| Drinking water from the lake | Piedmont's Lake Oconee treatment plant draws its raw water from an intake in the Richland Creek arm | Piedmont Water Company: Lake Oconee Water Treatment Plant |
| Who drinks it | The plant came online in 2022 to supply the Reynolds Water System, replacing 28 wells, at up to 2 million gallons a day | Madison/Morgan & Greene Record: New Piedmont Water treatment plant goes online (Sept 7, 2022) |
| A shoreline that moves daily | Lake Oconee runs between 435 and 433.5 feet on a normal day and is pumped back to full pond overnight | Georgia Power: Wallace Dam Operations (relicensing document) |
| Soil at the community's center | Cecil gravelly sandy loam, 6-10% slopes, already mapped as moderately eroded | USDA NRCS Soil Data Access (SSURGO GA133 Greene County): map unit and septic absorption rating at 33.4082, -83.2088 |
| Greene permit at no charge | A single-family home under 1 acre and not within 200 feet of state waters needs only a stand-alone erosion plan, and the permit is free | Greene County, GA: Erosion Control Permit Requirements |
The Reynolds Lake Oconee story
The cove below your lot is somebody's tap water
Most lake erosion talk is about murky coves and silted boat slips. At Reynolds there is a sharper reason. Since 2022, Piedmont's Reynolds Water System has run on treated lake water drawn from the Richland Creek arm, so clay washing off a homesite in that part of the lake ends up at a drinking-water intake.↗↗
The ground does not help. The survey point at the middle of the community is gravelly sandy loam over clay that NRCS already classes as moderately eroded, on slopes of 6 to 10 percent, and the cove lots are steeper than that. Strip the pine straw and topsoil off ground like this and one summer storm moves it.↗
Golf adds runoff of its own. Reynolds lists eight championship courses, and every fairway that sheds water toward a cove sends it across someone's lot on the way. Lot-level controls, built before the first bucket of dirt moves, are what keep that water clear.↗

Permits and practices for a Reynolds erosion plan
- 01
Measure the job: more than an acre, within 200 feet of a creek or spring-fed pond, or in a post-August-2000 common development means a full erosion plan, land disturbance permit and EPD notice of intent.↗
- 02
Allow 14 days after filing the notice of intent through GEOS; Greene says the wait is state-mandated.↗
- 03
Build the controls to the Green Book, the Manual for Erosion and Sediment Control in Georgia (2016 Edition) in effect the year the work was permitted.↗
- 04
Stay out of the 25-foot vegetative buffer and Georgia Power land with machines unless Georgia Power has approved it in writing.↗
- 05
Divert roof and surface runoff around any drain field; the state manual requires fields to be protected from stormwater and gutter discharge.↗
More about Reynolds Lake Oconee
When the bank itself is going
A Reynolds shoreline that is undercutting has narrow options. Georgia Power permits a new seawall only where cut-bank erosion is evident, with rip rap on the lake side, filter fabric behind, silt fence and straw on the backfill, and a turbidity curtain up before any old wall comes out.↗
The state side matters too. EPD's shoreline guidance says land disturbance within 25 feet of a bank usually needs a buffer variance, and building a stabilization project in the buffer without one is a violation. Where an existing wall or rip rap already lines the bank, EPD's field guide says no buffer usually applies there.↗↗

Warning signs
Signs a Reynolds lot is losing soil
Seeing two or more of these? Call before it gets worse.
- 1. Red water leaving the lot after a summer storm
- 2. Rills or small gullies forming down a fresh cut or drive edge
- 3. Silt fence bellied out, buried or undercut
- 4. Clay tracked onto a finished community street
- 5. A bank at the waterline with exposed roots or a vertical face
- 6. Mud fanning out over the lawn below a downspout
FAQ
Reynolds erosion control questions
Straight answers, with the rule or record behind them. Still unsure? Call and ask the crew that digs.
(678) 863-5620My Reynolds house is under an acre. Do I still need a Greene erosion permit?
Yes, but it may be the simple one. If the lot is not within 200 feet of state waters, Greene asks for a stand-alone erosion plan and issues the land disturbance permit free.

Where is the 25-foot buffer measured from on the lake?
EPD measures from the point of wrested vegetation, the line where wave action has stripped the bank, and says normal pool should not be used unless the two coincide.

Why does my shoreline look different morning to evening?
Lake Oconee is drawn down as far as 433.5 feet in daily operation and pumped back to 435 overnight, so a strip of bank is wetted and exposed on a regular cycle.

Can I build a seawall at Reynolds to stop the erosion?
Only where cut-bank erosion is evident, with county and state permits, rip rap and filter fabric. Georgia Power notes that some counties will not approve new seawalls at all.

What standard do silt fence and slope cover have to meet?
Georgia's Green Book, the 2016 Manual for Erosion and Sediment Control, as in effect on January 1 of the year the disturbance was permitted.

Does erosion control matter if my lot is on septic?
More than usual. Muddy runoff across a drain field overloads it, and the state manual requires fields to be shielded from stormwater and gutter flow.
